Responsible? For what? Nowhere is it said or implied that Stapp forced Kid Rock to remove his pants, expose his cock and receive sexual favours from several females while on tour. While Stapp is the one who held the camera and filmed the entire deliciously sordid party, no one held a gun to Rock’s head and made him participate.
